I'd imagine this has something to do with Sony and PSN. However, in FFXIV you were required to buy the PS3, PS4, and PC versions separate. For FFXI, it was not required that you bought the other versions.
In the case like this, I don't know what's going to happen. The game simply would not let me log into that character at all, at least until I installed CoP on PS2. When the CoP expansion came out, I bought the PC version and tried to log on my PS2 while in a CoP area. I play primarily on PC at the time but I opted to buy PS2 discs whenever a new expansion came out because you could easily ask a friend or hop onto a torrent site and pick up the expansion discs that way. I can only speak from experience while playing FFXI on PC and PS2, which is different because the expansion will register for all platforms in that game but you don't have the data downloaded for that console if you don't happen to have the install discs.
